On November 7-11, 2022, the 24th Congress of the International Organization of Supreme Audit Institutions (INTOSAI) was held in Rio de Janeiro, Brasil. The delegation was led by Karen Arustamyan, a Board Member of the Audit Chamber, and Head of Methodology, Analyisis and International Relations Department Zorayr Karapetyan, who participated as a representative of a full member country of INTOSAI. More than 700 delegates from the supreme audit institutions (SAIs) of 190 countries participated in the Congress.
The delegation of the Audit Chamber held bilateral meetings and briefings at various cooperative platforms of the congress with the delegations of the supreme audit instutitions of the Russian Federation, the Kingdom of Sweden, the Islamic Republic of Iran, the United Arab Emirates, Saudi Arabia and a number of other countries, and also participated in a number of professional presentations related to the congress.
As a result of the congress, the declaration of Rio de Janeiro was adopted by the majority of votes, which will be the main agenda for the SAIs all over the world in the coming years.
The Declaration reaffirms INTOSAI's commitment in the following directions:
- Be ready and respond with adequate work to continuous changes in the environment, emerging risks and global challenges.
- Recognize the positive potential of the global voice achieved through INTOSAI work.
- Reaffirming the importance of the principles that guide SAIs in organizing activities within their accountability ecosystems, doing quality work, collaborating with stakeholders and each other.
- In order to advance the work of Supreme Audit Institutions and INTOSAI, continue to promote constantly improving cooperation with stakeholders.
During the Congress, the delegation of the Audit Chamber had a bilateral working meeting with the delegation led by Gene Dodaro, Comptroller General of the United States Government Accoutnability Office (GAO), as well as with Reginald Mitchell, the Chief Financial Officer of the US Agency for International Development (USAID). The course of the joint project launched in 2020 was discussed at the working meeting. The parties expressed satisfaction with the joint effective work, highly appreciating the work done in recent years aimed at strengthening the institutional and professional capacities of the Audit Chamber. An agreement was reached to continue joint cooperation in the coming years through mutual visits and involvement of experts, particularly in financial and compliance audits, continuous quality development, human resources management, strategic planning and other directions.
At the end of the congress, the composition of the INTOSAI management board was elected, which will be headed by Bruno Dantes, president of the Brazilian Court of Auditors, for the next three years. The assembly decided to hold the next 25th assembly in 2025 in Egypt.
