On September 27, 2019, the International Congress of Supreme Audit Institutions (INCOSAI) in Moscow completed its work. Delegates from 169 countries took part in the Congress.
During the Congress, the head of the Armenian delegation and the Chairman of the Audit Chamber, Mr. Levon Yolyan, had a bilateral meeting with the Chairman of the Accounts Chamber of the Russian Federation, Mr. Alexei Kudrin. The parties signed an agreement on joint audit of the Russian-Armenian University in 2020.
In order to discuss the activities of bilateral cooperation, Mr. Yolyan also met with the head of the Supreme Audit Institution of the Republic of Belarus, Mr. Leonid Anfimov. During the meeting, for productive cooperation the head of SAI Belarus awarded Mr. Yolyan with the 100th Anniversary Commemorative Medal of the Supreme Audit Institution of the Republic of Belarus.
The Chairman of the Audit Chamber also had bilateral meetings with his counterparts in various cooperation platforms of the INCOSAI, including the United Arab Emirates, China, South Korea, Iran, Kyrgyzstan, Kazakhstan, Kuwait and a number of other countries.
As a result of the congress, the Moscow Declaration was adopted by a majority of votes, which will be the main agenda of the coming years for the SAIs in the world.
The declaration is based on the following principles of development:
- Ensuring independent external public audit towards the goals of sustainable development and the implementation of the goals defined at the national level;
- Effective use of chances arisen from technological advances,
- Increasing the significance of the work of the Supreme Audit Institutions in order to increase accountability and transparency in the field of public administration.
At the end of the congress, the composition of the INTOSAI Board of Directors was elected, which will be headed by the Chairman of the Accounts Chamber of the Russian Federation, Mr. A. Kudrin. The congress decided to hold the next congress of 2022 in Brazil.
